Tulsa County Jail Mugshots Overview

The research did not find a public long-term Tulsa County mugshot archive on the roster, so older county booking photos should be handled through TCSO open records rather than promised as online results.
Find Tulsa County Booking Photos
Current and recent county booking photos should be checked through the official county roster first. If a browser shows a captcha before the roster loads, complete it and continue to the search form. The old Tulsa County IIC page now states that the IIC has been replaced, so current searches should use the 365Labs portal linked through TCSO resources.

Tulsa County Mugshot Public Law
Oklahoma treats booking photographs as law-enforcement records within the public-records framework. The Oklahoma Senate summary on publishing arrest booking photographs for profit cites the Oklahoma Open Records Act, 51 O.S. 24A.8(A)(1), and Oklahoma Attorney General opinions. The research summary states that because a mugshot is one of the best physical descriptions of an arrestee, it is a record that must be disclosed when held by the agency and not otherwise exempt.
Public-record rule. 51 O.S. 24A.1 et seq. is Oklahoma's open-records framework. 51 O.S. 24A.8(A) covers law-enforcement booking information and is the cited authority for public booking-photo access.
Public does not mean unlimited use or perfect completeness. Records can be delayed, corrected, sealed, redacted, or withheld under a specific rule. A booking photo also does not prove guilt. The case outcome is found in court records, not in the mugshot image.
What Is Public Online
The county roster supports mugshot viewing when the Picture field is available. The portal code also supports high-resolution image download by right-click context menu when allowDownload is true, and it may require captcha on the first image download in a session. The research did not confirm that every booking has a public photo or that every photo can be downloaded.
What is and is not public: Current and recent county booking photos may appear on the official roster. Older photos, missing images, city jail photos, or records affected by sealing may require an agency request or may not be available online.
The City of Tulsa municipal jail directory did not show a visible mugshot column in the main table reviewed. It showed details, ID number, name fields, gender, booking date, current-inmate status, and print options. City booking-photo requests should begin with the city directory and municipal contacts, then use City of Tulsa open records if the photo is not public in the directory.
Request Tulsa County Booking Photos
For an older county booking photo, submit an Oklahoma Open Records Act request to TCSO by mail or email. TCSO says open-records requests should go to the Public Information Officer at 6080 E. 66th St. North, Tulsa, OK 74117, or by email to pio@tcso.org. Hand delivery is not accepted. The request should include the full name, date of birth if known, booking number if known, approximate booking date, and whether the use is personal or business.
Video and audio requests have special detail and fee warnings, but a booking-photo request still needs enough information for the agency to identify the record. Crime victims have a separate free incident-report copy rule when they appear in person with identity verification. Criminal discovery records may be denied when they belong in the court discovery process instead of a public-record request.

City Federal and ICE Photos
Tulsa Municipal Jail is separate from David L. Moss. The city directory is for city charges and city warrants, and the city warns users to call the Municipal Courts Bonds Office at 918-596-9253 to confirm charges and bond amounts. The municipal jail page lists jail phone 918-596-2347, Municipal Court Records at 918-596-1625, and NCIC phone-account information.
Federal and immigration locators are different. BOP inmate locator and ICE ODLS are not public mugshot galleries. A person with a U.S. Marshals or ICE hold in the county roster may have a county booking photo if booked at David L. Moss, but the federal or immigration locator itself should not be described as a mugshot source. Federal mugshot records usually require agency or FOIA processes, if available.
Mugshot Removal and Expungement
TCSO pages reviewed did not publish a special roster mugshot-removal process. Oklahoma expungement or sealing may affect official records after a person qualifies and obtains a court order, but that is not the same as asking a private website to take down a copied image. The official route is court relief under Oklahoma law, then providing any valid sealing or expungement order to the agency that holds the record.
Oklahoma expungement eligibility is tied to 22 O.S. Section 18, and OSBI says it cannot pre-approve eligibility. A dismissal, acquittal, deferred outcome, pardon, or other category may matter, but eligibility depends on the statute and the court. Court records after arrest explain the case outcome that may support a later sealing or expungement request.
Avoid Mugshot Misuse
A Tulsa County jail mugshot should be treated as a public booking record, not as proof that the person was convicted. The booking photo may exist because a person was arrested, held on a warrant, transferred, or booked on a hold. The court docket decides formal charge status and disposition. For case results, search OSCN or the proper municipal, tribal, or federal court path.
